Peking, July 9, 1907. THE agent of Messrs. Pauling and Co., by name Ginnell, has spoken to me on the subject of some proposal about railway surveying, which is said to have been submitted to the Chinese by Simpson. I understand from Ginnell that you have been furnished with a copy of this proposal.
I know nothing whatever about such a document, and replied to him to that effect.

Peking, July 9, 1907. WITH reference to my telegram No. 116 of the 20th ultimo, I have the honour to inform you that notes were exchanged yesterday between the Wai-wu Pu and the Russian Minister in definite settlement of the Russo-Chinese Customs negotiations.
By this arrangement, which is provisional for one year, China is at liberty to open custom-houses on the frontier at once, and it is provided that, within areas of 10 hi radius at Harbin, 5 li radius at sixteen other stations, and 3 li radius at the rest, about forty in all, goods which have paid two-thirds duty shall be free from further taxation.
